CEO – Smoke-Free Israel

Shira Kislev is a public policy professional and the Executive Director of Smoke-Free Israel, a non-profit organization working to reduce tobacco and nicotine use and prevent smoking initiation, especially among children and youth. Smoke-Free Israel is part of a national coalition of civil society organizations promoting effective tobacco control measures in Israel.

In recent years, the organization has contributed to significant policy developments, including the advancement of plain packaging regulations, advertising restrictions, point-of-sale display bans, and taxation reforms aiming to equalize taxes across all tobacco and nicotine products. Shira’s work focuses on the intersection of public policy, youth prevention, and fiscal tools for health promotion.

She is the lead author of Israel’s Tobacco Industry Interference (TII) Index, produced as part of the Global TII initiative coordinated by GGTC, and regularly engages in policy dialogue both nationally and internationally. In recognition of her organization contribution to tobacco control, she received the WHO World No Tobacco Day Award (European Region) in 2019.

Prior to her role at Smoke-Free Israel, Shira held senior positions at Beterem–Safe Kids Israel, where she coordinated national-level planning for child injury prevention action plan and represented Israel in international collaborations. She has also served as a mentor on behalf of the World Health Organization (MENTOR-VIP) in the field of injury prevention.

Shira is an active member of the Global Alliance for Tobacco Control (GATC), the Smoke-Free Partnership (SFP), and the Israel National Council for Health Promotion. She has co-authored several publications on tobacco taxation, industry tactics, and policy evaluation.
