LUCIANO RUGGIA
BIO
Luciano Ruggia is Director of the Swiss Association for Tobacco Control (AT Switzerland), based in Bern. AT Switzerland is the leading tobacco control NGO in the country, federating all major Swiss public health organizations. He assumed leadership of the organization in January 2020, with the goal of strengthening its strategic position amid evolving nicotine consumption patterns and shifting legal frameworks. Under his leadership, AT Switzerland developed a new strategy focused on structural prevention, sustainability, and international collaboration. Luciano holds academic degrees in international relations, political science, and modern history, and completed a Master of Public Health (MPH). His interdisciplinary background enables him to address tobacco control from both a policy and a public health perspective. In parallel to his leadership role at AT Switzerland, he serves as an adjunct researcher at the Institute of Social and Preventive Medicine (ISPM) at the University of Bern. His research interests include tobacco prevention, global health, and the health of migrant populations. He is also a member of the Policy Committee of the Global Alliance for Tobacco Control (GATC), contributing to international efforts to strengthen the implementation of the WHO Framework Convention on Tobacco Control (FCTC). Luciano is actively engaged in advocacy at national and international levels, including contributions to the WHO FCTC processes, EU tobacco regulation, and global campaigns such as those against single-use plastic cigarette filters. He is fluent in French, German, Italian, English, and Spanish, and is committed to bridging public health, science, and advocacy to reduce the global burden of tobacco-related diseases.
